Construction in the Netherlands - Key Trends and Opportunities to 2023

Summary

In real terms, the Dutch construction industry registered a growth of 7.1% in 2018, following average annual growth of 6.2% during 2014-2017. This was supported by improvements in business confidence and consumer demand, growth in tourism and exports sectors and public and private sector investment in residential and commercial construction projects.

The industry is expected to continue to expand over the forecast period (2019-2023), however, with a decelerating growth rate towards the latter part of forecast period. The industry's output is forecasted to register growth rates of 4.8% in 2019 and 3.2% in 2020. Growth will be driven by the government's efforts to develop the country's renewable energy infrastructure and improve the housing sector. Additionally, the government's focus on the development of transport infrastructure is expected to support the industry growth. The government plans to invest EUR1 billion (US$1.2 billion) in developing the country's road and rail infrastructure in 2019.

The industry's output value in real terms is expected to post a CAGR of 3.11% over the forecast period.

The plan is to build 52,500 housing units in the capital Amsterdam by 2025, which involves the construction of social houses, privately-owned houses and rental houses.
- Infrastructure construction market's growth over the forecast-period will be supported by the government's investments to develop road infrastructure in the country. In March 2019, the government awarded the construction contract to De GroeneBoog consortium for the development of the A16 motorway project. It involves the construction of a new motorway to the periphery of Rotterdam with a total investment of EUR1 billion (US$1.2 billion) by 2024.
- GlobalData expects the energy and utilities construction market to record a forecast-period CAGR of 3.91% in nominal terms in 2023, driven by the government's plan to develop the country's transmission grids in order to accommodate the expanding renewable energy in the country. In 2018, TenneT, the government-owned operator, announced plans to invest EUR6.5 billion (US$7.3 billion) to build new transmission grids to accommodate wind and solar power by 2027.
- Institutional construction market's growth over the forecast-period will be driven by the government's commitment to provide quality education. In the 2019 budget, the government increased its spending towards education, culture and science by 8.8%, going from EUR35.4 billion (US$41.7 billion) in 2018 to EUR38.5 billion (US$44.8 billion) in 2019. Of the total, EUR1.9 billion (US$2.2 billion) will be invested on research and innovation in 2019.
