Summary
Ministry of Energy and Mineral Resources (MEMR) is undertaking the Aqaba Oil Terminal (AOT) Development project in Jordan.

The project involves the construction of a 120,000m3 oil terminal. It includes the construction of six floating roof steel tanks to receive imported crude oil and oil products through pipelines from the oil jetty and a 28inches steel pipeline from the oil jetty to AOT.

The project also includes the construction of a booster pumps station and pipelines to transfer crude oil/oil products from AOT to the existing crude oil/oil products tanks at a higher location i.e. 130m above sea level, piping system between AOT components, crude oil/oil products road tankers loading facilities including loading pumps, loading racks and two electronic weighbridges.

The project involves the construction of surface water and oily waste water systems with oil separators and effluent water treatment, sanitary water and sewage treatment system, fire fighting and cooling water system and roads inside the storage terminal.

The project also includes the construction of electrical power supply system including receiving facilities, substation, electrical distribution system, transformer, panels, lighting poles, lighting towers and cables.

The project also includes the instrumentation including supply and installation of all required instruments, cables, cathodic protection system for tanks bottoms and pipelines, control and safety systems, emergency shutdown system, fire and gas detection systems and closed circuit television.

It also includes the construction of telephone communication system, instrument air and plant air system, maintenance workshop, offices and control room, potable water supply system, security fencing and control towers and all other components necessary to form a complete, safe and suitable oil terminal.

MAG Engineering & Contracting has been appointed as Sub-contractor, Dar as project manager and ILF Consulting as Front End Engineering Design (FEED) consultant.

On May 23, 2012, Request for Qualification (RFQ) was issued for the EPC Contract with June 21, 2012 as the submission deadline; however the submission deadline was later extended to July 3, 2012.

In September 2012, thirteen companies including the China Dalian International Coop Group, China National Petroleum Corporation, Drake & Scull and Essar Projects, Engineering for the Petroleum and Process Industries - Orascom Construction, Entrepose Contracting, Habtoor Leighton Group, IOT Infrastructure & Energy Services, J&P Avax, Lotte Engineering & Construction, OHL Industrial Industries, Petrojet, Polimex Cekop Engineering & Construction and Ssangyong and Kolon Engineering and Construction were selected as the pre-qualified bidders.

In the third quarter 2012, Request for Proposal (RFP) was issued with November 8, 2012 as the submission deadline and later it was extended to December 20, 2012.

In October 2013, nine companies submitted the bids. They are Enppi and Orascom Construction, CNPC Northeast Refining & Petrochemical Engineering, OHL Industrial (Ecolaire Group): Consolidated Statements, China Dalian International Economic & Technical Coop Group, Petrojet, IOT Infrastructure & Energy Services Limited, Drake & Scull and ESSAR Projects, Habtoor Leighton Group and Entrepose Projects.

In February 2014, China Dalian International Economic & Technical Coop Group was appointed as EPC contractor.

Construction works are underway.

The project involves the construction of a 120,000m3 oil terminal in Aqaba, Jordan.
