Moroccan Agency for Solar Energy (MASEN) is undertaking the development of Noor PV1 Photovoltaic Solar Energy Generation project in Morocco.

The project involves the construction of three photovoltaic power plants with a combined capacity of 170MW, powerhouses, substations and access roads, the installation of solar panels, transformers and generators and the laying of transmission lines.

The three plants will be located at Ouarzazate, Boujdour and Laayoune with a capacity of 70MW, 20MW and 80MW respectively.

The PV1 Noor plants will be developed under the scheme IPP (Independent Power Production) through an international tender for the design, financing, construction, operation and maintenance of the plants. Masen will purchase all the energy produced in the framework of a purchase and electricity supply agreement (PPA) for over 20 years.

On March 17, 2015 MASEN launched a call for interest.

As of July 2015, MASEN launched the tender for the pre-qualification of bidders with submission date September 28, 2015.

On September 28, 2015, bidders submitted their bids for pre-qualification.

In December 2015, Masen pre-qualified the following twenty consortia to participate in the main tender.

In the first quarter of 2016, Masen launched the main tender for the selection of the contractor with the bid submission date as April 18, 2016.

In March 2016, Masen extended the main tender bid submission date from April 18, 2016 to May 9, 2016.

In the third quarter of 2016, Masen has signed a BOOT contract with ACWA Power to develop the project and Chint group has been appointed as developer cum electrical engineering consultant.

On November 25, 2016, Sterling and Wilson, a Shapoorji Pallonji Group Company, was awarded the EPC contract for the NOOR PV I NOOR PV I project (NOOR Ouarzazate IV with a capacity of around 70 MW, NOOR Laayoune of 80MW and NOOR Boujdour of 20MW) by the developers i.e ACWA Power and Chint Group.

In April 2017, Construction works commenced for NOOR Ouarzazate 70MW.

In June 2017 Construction works commenced for NOOR Boujdour 20 MW and NOOR Laayoune 80 MW.

Construction works are underway for all phases and expected to be completed by the end of 2018.

The project involves the construction of three photovoltaic solar power plants in Ouarzazate, Boujdour and Laayoune in Morocco.

The US$220 million project includes the following:

3. Construction of access roads

4. Installation of solar panels
