Vilnius City Municupality (VCM) and Department of Physical Education and Sports (DPES) under the Government are jointly undertaking the construction of a stadium and sports center project in Lithuania.

The project involves the construction of a multi-use stadium with 15,000 seating capacity.

The project includes a 1,500m2 Sports Museum, Sports facilities for non-formal education, 1,600m2 Cultural educational center and library infrastructure, a 3,700m2 Kindergarten for atleast 300 children cafes including 2,300m2 outdoor territory, a 56,000m2 educational facilities which includes a 7,000m2 six baseball courts, a 1,700m2 artistic and aerobic gymnastics facility, 500m2 boxing, wrestling and physical training area, a 1,100m2 administrative premises, a 32,000m2 three UEFA-compliant football fields, a 14,000m2 track and field stadium, conference halls of capacity 1,500 seats and restaurant and rest rooms, and the installation of two big LCD screens, floodlights, safety and security systems

In 2006, a development program for the national stadium and a training center was prepared.

UAB Viltekta has been appointed as architect for the project. The project will be financed by the Algirdas Raslanas, Physical Education Department.

In 2013, project was kept on hold.

In March 2014, the government of Lithuania approved the proposal to implement the project. The project will be implemented through public-private partnership (PPP).

On September 7, 2016, VCM and DPES issued a tender for a Design-Build-Finance-Operate (DBFO) contractor for the project with the bid submission due date as October 7, 2016 which was later extended to December 2017.

On December 8, 2017, Axis Engineering-led consortium and KAYI Insaat consortium has submitted bids to design, build and then operate the project for 22 years as part of this public-private partnership. The Axis Engineering-led consortium includes Populous, Cloud architektai, Kauno Arena and Venetus Capital.

In January 2018, VCM and DPES selected the Axis Engineering-led consortium for creation of more detailed plan. Subsequently, KAYI Insaat consortium appealed in the court against VCM and DPES.

In March 2018, the court decided to put ongoing tender proceedings on hold until the case is resolved.

On April 19, 2018, Lithuanian Court of Appeals gave a green light to the concession tender.

VCM and DPES are in the final negotiations with Axis Engineering-led consortium.
