The project involves the construction of a 670km, 1.22m diameter natural gas pipeline. It includes the construction of a transit depot, storage tanks, metering stations, and the lying of pipeline and other related infrastructure.
The initial capacity of the pipeline will allow the shipment of approximately 2-3 billion cubic feet per day (bcf/d) of natural gas, with an expansion capability to approximately 5 bcf/d through the addition of up to seven compressor stations. CGPL will operate the project for at least 30 years.
Palmer Environmental Consulting Group Inc. and TERA Environmental Consultants have been appointed as study consultants.
An application for an environmental assessment certificate (EAC) was submitted by CGPL to the British Columbia Environmental Assessment Office (BC EAO) in Canada for approval of the project in March 2014.
BC EAO issued an EAC for the Coastal GasLink pipeline project. There are 32 conditions that are part of the EAC on October 24, 2014.
The conditions were developed following consultation and input from Aboriginal groups, government agencies, communities and the public. Key conditions for the project require Coastal GasLink to:
-Develop a greenhouse gas management plan that includes adherence to the Ministry of Natural Gas Development's guidance on Best Available Techniques Economically Achievable, regulatory requirements to report on greenhouse gas emissions and site-specific mitigations.
-Mitigate effects on caribou by avoiding sensitive caribou habitat wherever possible, avoiding increased impacts from predators and providing up to US$1.5 million to fund caribou and predator monitoring work.
-Prevent mortality risks to grizzly bears from displacement and disturbance and contribute up to US$0.5 million to support the conservation and management of regional grizzly bear populations.
-Identify areas of old growth forest for new protection to replace currently-protected old growth forest affected by the project at final route selection.
-Ensure that marketable timber is salvaged for commercial use.
-Continue to consult with Aboriginal groups on the project, including opportunities to participate in monitoring programs during project construction.
-Develop and implement a social and economic effects management plan to ensure strong engagement with local governments to minimize effects on community infrastructure and services.
CGPL is waiting for necessary approvals from the B.C. Oil & Gas Commission and also on final investment decision (FID) on the project. CGPL is also working on the 32 conditions proposed in EAC as of March 2015.
CGPL has signed project agreements with six British Columbia (B.C.) First Nations. The First Nations that have signed the agreement are Wet'suwet'en First Nation, Skin Tyee Nation, Nee-Tahi-Buhn Band, Yekooche First Nation, Doig River First Nation, and Halfway River First Nation on June 30, 2015.
British Columbia Oil and Gas Commission (BCOGC) approved the project on May 5, 2016.
TransCanada has signed 17 long-term project agreements with First Nation bands along the proposed Coastal Gas Link route as of April 2017.
CGPL is in process of relocating the project site as of November 2017.
The project is getting delayed due to delay in the final investment decision. however, LNG Canada is expected to announce the decision on the final investment in 2018.
The bidding process is underway, however, the construction is expected to take five years for completion.
