Perusahaan Listrik Negara (PT PLN) is undertaking the construction of a coal-fired power plant in Aceh, Sumatra, Indonesia.

The project involves the construction of a 400MW (2X200MW) coal-fired power plant. It includes the construction of substations, powerhouses and an administrative space and the installation of generators and turbines, and the laying of transmission lines.

In October 2015, PT PLN issued open international bidding for the project under build, operate and transfer (BOT) basis.

On March 3, 2017, a consortium of PT PP Energy (a subsidiary of PT Pembangunan Perumahan (Persero) Tbk), China Datang Overseas Investment Co., Ltd. (CDTO) and PT Sumberdaya Sewatama was appointed as the BOT contractor for the project. In turn, in May 2017, the consortium signed a 25-year power purchase and sale agreement with PT PLN.

The project is being developed under Independent Power Producer (IPP) business scheme.

In September 2017, the National Development and Reform Commission (NDRC) approved the project plans.

As of April 2018, National Development Planning Agency (Bappenas) and the Investment Financing Team Non-Government Budget (PINA) is in process of raising funds for development under Perpetual Securities (SBP), creative financing scheme.

Subject to commencement of construction, works are expected to take 39 months for completion.

Scope
The project involves the construction of a 400MW (2X200MW) coal-fired power plant in Meulaboh, the western province of Aceh, Sumatra, Indonesia.

The US$600 million project includes the following:

1. Construction of substations
