Kuwait's Mega Projects Agency (MPA), an executive arm of Kuwaiti Ministry of Public Works (MPW), is undertaking the Mubarak-Al-Kabeer Port Development in Bubiyan Island, Kuwait.

The project will be developed in three phases.

The first phase is to be implemented in four packages and involves the construction of four container berths. The second phase includes the construction of 12 additional berths. The third phase involves the construction of 8 berths.

The first phase involves the construction of a port facility having a total handling capacity of 2.5 million containers per year. It is being developed in six packages namely package 1, 2, 3A,3B&3C,3D,3E.
- Package 3A includes the construction of buildings, infrastructure, approach channel, and the development of utilities such as electricity, water and sewage work on the port.
- Package 3B&3C includes the construction of container yard, back of port, FTZ, LIZ, 12 million m2 government zone and 2 million m2 equipment facility.
- Package 3B&3C includes package 3B1 which includes the construction of Container yard, back of port and utility services, and supportive building.
- Package 3D includes the construction of power plant.
- Package 3E includes the construction of employee accommodation building.

Mouchel is the master planner and concept design consultant for the project and Royal Haskoning as the design consultant for the stage three of the first phase.

URS Scott Wilson Ltd is providing construction management services for the stage two of the first phase.

Gulf Dredging and General Contracting Company, Shaheen Alghanim Roads and Bridges and China Harbour Engineering Company consortium have been appointed as the construction contractor for the stage one of the first phases of the project with the contract value of US$409 million.

In June 2010, JV of Mohammed Abdulmoshin al-Kharafi & Sons and Hyundai Engineering and Construction Company has been appointed as the design-build contractor for the stage two of the first phase of the project with the contract value of US$1,100 million.

In the fourth quarter of 2010, construction works on the first and second stage of the first phase were initiated.

In the fourth quarter of 2015, construction works on the stage one of the first phase completed.

Construction works on the first phase and studies activities on second and third phase are underway.

The project involves the construction of a port facility having a total handling capacity of 2.5 million containers per year in Bubiyan Island, Kuwait.

2. Construction of a railway embankment

3. Construction of marina

4. Construction of 1,300m long quay wall
