Highways England (formerly the Highways Agency), an agency of the Government of the UK, is undertaking the upgrade of a motorway between Hayes in Hillingdon and Theale in West Berkshire, the UK.

The project involves the upgrade of a 51.5km stretch of a roadway into a smart motorway.

The project includes the construction of 11 new overbridges, four-lane for six under bridges, a five-lane motorway around Heathrow between junction 4 and 4bn, concrete barriers, shoulders, medians, and related facilities and the installation of traffic signals, information boards and safety and monitoring systems.

Highways England undertook a public consultation exercise from November 10, 2014 to December 21, 2014 as part of the statutory process for a Development Consent Order (DCO).

On January 12, 2015, Highways England initiated a consultation regarding the proposed use of variable mandatory speed limits until February 22, 2015.

Subsequently, Highways England submitted the DCO and supporting documents to the Planning Inspectorate, UK (PI) on March 30, 2015.

On April 27, 2015, PI accepted the DCO for evaluation and published the notification of acceptance on May 28, 2015.

Highways England made available the printed copies of the application from May 28, 2015 through to July 10, 2015.

On July 22, 2015, A joint venture of Balfour Beatty Plc (BBY) (60%) and Vinci SA (VINCI) (40%) appointed as a contractor for the project with contract value of US$805 million.

CH2M HILL, Inc. and Arcadis N.V. joint venture has been appointed to develop the detailed design.

As a part of national infrastructure planning process, there are six stages in which 3 months are scheduled for Examining Authority to consider and make a recommendation to the Secretary of State. The Secretary of State will have 3 months in which to make their decision.

On March 3, 2016, PI completed the examination stage to gain consent and undertake the scheme.

On June 3, 2016, PI has given the recommendation for the project.

On September 2, 2016, The project received development approval from the Department for Transport.

Enabling works for the scheme have started, with average speed cameras being installed along the affected stretch in March 2016.

Construction works are expected to be start by the third quarter of 2018 and are scheduled to complete by 2022.
