Summary
Kuwait Authority for Partnership Projects (KAPP) along with the Ministry of Electricity and Water (MEW) plans to construct the Al Khiran IWPP Plant in Kuwait City, Kuwait.

The project involves the construction of 1,500MW power plant and 125MGD capacity desalination plant.

It includes the construction of a cooling tower, the installation of steam turbines, generators, auxiliaries, electrical precipitates, switch gears, transformers, raw water pumps, safety system and the installation of safety and security systems.

The power plant will be developed by a special purpose vehicle (SPV). The SPV will design, build, finance, operate and maintain (DBFOM) the IWPP plant. The SPV will sign an energy conversion agreement together with a power and water purchase agreement with the Ministry of Electricity & Water.

Wataniya Environmental Services Co has been appointed as EIA consultant and Al Ruwayeh & Partners (ASAR) as lead consultant.

In February 2012, KAPP issued expressions of interest (EOI) for consultants to advise the proposed power plant.

In March 2012, KAPP issued a request for proposals (RFP) from consultants to advise the power plant with a submission deadline of May 2012.

In March 2013, KAPP appointed an advisory team of BNP Paribas (financial), Chadbourne & Parke (legal) and Lahmeyer International (technical) to work on the design and procurement.

On February 8, 2015, KAPP issued a request for qualification (RFQ) to construction companies to build the first phase of the project under DBFOM basis with a submission deadline of April 9, 2015.

In August 2015, KAPP pre-qualified seven companies to participate in the tender process.

Seven pre-qualified companies include Abengoa; International Company for Water and Power (ACWA)/AlMulla Group Holding Company Consortium; Korea Electric Power Corporation (KEPCO); Marubeni Corporation/Fouad AlGhaim & sons Group of Companies Consortium; Mitsubishi Corporation; Mitsui & Co. Ltd; and Sumitomo Corporation.

However, the tender process was later canceled due to the issues over the feed stock.

KAPP is in the process of appointing a transaction adviser for the project.
