On August 31, 2011, three companies Unity, Nagarjuna and Simplex submitted their technical bids. The bid of Unity Infraprojects was the lowest and on May 14, 2012, the negotiation was done with the representatives of Unity Infraprojects but it could not be successful.

On July 16, 2012, the Finance and Contract Committee (F&CC) cancelled the bids of all the three companies and recalled the technical bids from all the six shortlisted bidders.

On August 8, 2012, a new DPR prepared by the IL&FS was approved by the F&CC and the government approved it on August 21, 2012.

On August 27, 2012, again three same companies (Unity, Nagarjuna and Simplex) offered their bids and the bids were evaluated by CRN.
