In July 2017, Rijkswaterstaat provisionally awarded the contract under Public-Private Partnership (PPP) to BAAK Blankenburg-Verbinding, a consortium consisting of Ballast Nedam, DEME and Macquarie Capital. The contract will include design, build, management and maintenance for a period of 20 years of existing and new infrastructure.

In December 2017, Rijkswaterstaat signed a contract agreement with BAAK Blankenburg-Verbinding, a consortium consisting of Ballast Nedam, DEME and Macquarie Capital for the project.

The equity partners in the project are Macquarie Capital (70%), Ballast Nedam Concessies (15%) and DEME Concessions Infrastructure (15%). The actual construction will be carried out by a consortium consisting of Ballast Nedam Infra and the DEME companies DIMCO and Dredging International. In addition, Macquarie Capital is acting as sole financial advisor to the BAAK consortium.

A financial closure is expecting to be achieved in 2018, construction is expected to commence in August 2018 and the entire project scheduled to be completed in the fourth quarter of 2024.

The project involves the construction of A24 Blankenburg Tunnel connecting the A20 and the A15 motorways in Rotterdam, the Netherlands.

The US$1,200 million project includes the following:

1. Construction of a 4km A24 motorway

2. Construction of an immersed tunnel under the Rotterdam port waterway
