Summary
Oracle Coalfields Plc (ORCP) is undertaking the construction of a coal-fired power plant in Sindh, Pakistan.

The project involves the construction of a 700MW coal-fired power plant.

It includes the construction of a powerhouse, a cooling tower, a substation and related facilities, the installation of turbines, generators and transformers and the laying of transmission lines.

Mott MacDonald has been appointed to undertake the pre-feasibility study.

In November 2013, ORCP signed a memorandum of understanding (MoU) with SEPCO to build the project.

In January 2014, an environmental and social impact assessment certificate was issued by Environmental Protection Agency Government of Sindh (SEPA) for block VI.

In September 2014, SEPCO was awarded the EPC contract for the project worth US$1,300 million.

In November 2014, the government of Pakistan canceled the coal mine license for the project and was restored in February 2015 after the company complied with a number of requests from the Sindh provincial authorities.

Fund of US$1,000 million will be debt by the Sinosure and the remaining 30%, will be funded via equity investment by the shareholders for the project implementation. However, a letter of intent is yet to be signed with Sinosure.

ORCP is in a detailed discussion on the EPC term sheets, financial closure along with a coal supply agreement and power purchase agreement.

In November 2015, the Central Power Purchasing Agency Guarantee Limited (CPPA) issued no objection letter for the coal-fired power plant.

In February 2017, ORCP received approval from Private Power and Infrastructure Board (PPIB) to increase the capacity of the plant up to 1,200MW capacity.

The project is being developed in a consortium comprising Chinese State-owned enterprises Sichuan Provincial Investment Group (SCIG) and PowerChina International Group. Oracle subsidiary Thar Electricity (Private) Limited (TEPL) is overseeing the project.

In November 2017, Oracle and its consortium partners submitted a proposal for the power plant.

In February 2018, the Private Power and Infrastructure Board (PPIB) of Pakistan approved the issue of notice to proceed (NTP) and letter of intent (LoI) to the project.

SCIG and PowerChina are expected to make their final development decision by the end of 2018.

The consortium is preparing a tariff application and its application for a generation licence to submit to National Electricity Pricing Regulatory Authority (Nepra).
