Summary
The Capital Regional District (CRD) is planning to undertake the construction of a Resource Recovery Centre in British Columbia, Canada.

The project involves the construction of Resource Recovery Centre. It includes the construction of processing plant, storage unit, residual treatment unit, four anaerobic digestion tanks, a residual solids de-watering building, a receiving station for fats, oils, and grease, and operations administration building, gas flaring units, phosphorus recovery facilities, odor control facilities, a biogas purification facility and related facilities, and the laying of pipelines.

In October 2013, CRD Board confirmed Hartland as the site for the Resource Recovery Centre.

In December 2013, CRD issued Request for Qualification (RFQ) for the selection of Design Build Finance and Operate (DBFO) contractor, with last submission date as March 14, 2014, and shortlisted four consortiums.

The consortium is Capital Clear Resource Recovery, comprises of ACS Infrastructure Canada Inc., Fengate Capital Management Ltd., Dragados Canada Inc., Knappett Projects Inc., Corix Utilities. Harbour Resource Partners, comprises of AECOM Canada, Graham Infrastructure, SUEZ North America. Plenary Environment, comprises of Plenary Environment, Veolia Water Solutions and Technologies Canada Ltd., PCL Constructors, and Synagro Technologies Inc., comprises of Synagro Technologies Inc., EQT Infrastructure II GP B.V., CDM Constructors Inc.

In May 2014, CRD issued Request for Proposal (RFP) for the shortlisted teams with last submission deadline of the fourth quarter of 2014.

On April 10, 2017, Three qualified teams have been shortlisted for request for proposal (RFP) stage which is expected in the third quarter of 2017.

The Three qualified teams are:

Harbour Resource Partners: Consisting of AECOM Capital Inc., AECOM Canada Ltd, Graham Capital Partners LP, Graham Infrastructure LP, SUEZ Canada Inc., SUEZ Water Environmental Services Canada LP.

Hartland Biosolids Partners: Consisting of Acciona Agua, S.A., Acciona Infrastructure Canada Inc., Axium Intrastructure Inc., Brookfield Financial Securities LP.

Hartland Resource Management Group: Consisting of Bird Capital Limited Partnership, Bird Design-Build Construction Inc., Maple Reinders Constructors Ltd., Maple Reinders PPP Ltd, Synagro Technologies Inc.

In January 2018, CRD selected Hartland Resource Management Group as the preferred bidder to design, build and operate the facility.

CRD is in the process of finalizing contractual terms with the preferred bidder. Subject to contract Agreement, construction is expected to commence in the second quarter of 2018 and will conclude by the end of 2020.
