Summary

The Ministry of Communications, Kuwait (MoC), through Kuwait Authority for Partnership Projects (KAPP) (earlier known as Partnerships Technical Bureau (PTB)), is planning to construct the Kuwait National Rail Road (KNRR) Project in Kuwait.

The project involves the construction of 570km double-track rail network and will be implemented in the phases. It includes the construction of electric transmission lines, stations, bridges and the installation of rail tracks and signalling facility.

The project will be implemented on a build, operate, and transfer (BOT) basis.

Ineco has been appointed as the master planner, Ernst & Young as feasibility study consultant and transaction advisor, Arup B.V. as the technical consultant and Trowers & Hamlins LLP and Dentons as legal advisor for the project.

Ashurst LLP has been appointed as legal adviser.

On June 22, 2011, PTB signed a transaction advisory services contract with a consortium led by Booz & Company Ltd (currently known as Strategy& PwC). The consortium comprises of Allen & Overy and Wilbur Smith Associates (currently known as CDM Smith).

In July 2014, the MoC issued pre-qualification documents for the appointment of project management consultants (PMC contractor). However, the tenders were later delayed by KAPP.

In May 2016, feasibility studies were completed and the report was submitted to MoC for an investment decision.

KAPP intends to invite expression of interest (EoI) under six packages:

The six packages include of Civil works contract (design, build, finance, and major maintenance of all infrastructure works); Track, Rail System and a Passenger Station Contract; Passenger train operating contract; Freight train operating contract; Programme management contract; and Rolling stock supply contract.

The Expression of Interests (EoI) are expected to be invited in the second quarter of 2018, Request for qualifications (RFQ) in the third quarter of 2018 and Request for proposal (RFP) in the fourth quarter of 2018. The entire project is scheduled to be completed in 2023.

Scope

The US$7,920 million project includes the following:
1. Construction of electric transmission lines
2. Construction of bridges
3. Installation of signalling system
4. Installation of rail tracks
5. Construction of railway stations
