Summary
The Ministry of Electricity & Water (MEW), Kuwait is planning to construct an Independent Power Plant (IPP) project in Kuwait.

The project involves the construction of a 6,000MW (2x3000MW) combined-cycle gas turbine power plant, which will be implemented in two phases of 3,000MW each.

The first phase will have the generation capacity of 3,000MW and water desalination capacity of 75 million imperial gallons per day.

The project includes the construction of a powerhouse, a substation and other facilities, the installation of gas turbines, steam turbines, condensers, boilers/heat exchangers and electric generators, and the laying of transmission lines.

In January 2016, MEW completed the structural plan of the project land which is expected is expected to generate 3,000 MW in its first phase. MEW received the Environment Protection Authority (EPA) approvals for the study of the environmental impact of the project.

In February 2016, MEW had requested for the appointment of an international consultant for the tender but the Ministry of Finance (MoF) rejected the request, justifying it by referring to the austere measures adopted by MoF on projects to be implemented in the future.

The consultant was supposed to be assigned with preparing the design, technical specifications for the tender and conditions for the contractors as well as study the offers of companies bidding for the tender and follow up the implementation of the project.

MEW is in the process of preparing tender documents under EPC contract and is planning to issue requests for qualification (RFQ).

Scope
The project involves the construction of a 6,000MW (2x3000MW) combined cycle gas turbine power plant at Al-Nuwaiseeb in Kuwait.

The US$2,500 million project includes the following:

1. Construction of a powerhouse
