Summary
The Ministry of Energy & Mineral Development, Uganda (MEMD) and the Government of Tanzania (GoT) are planning to construct a crude oil pipeline from Kabaale in Uganda to Tanga port in Tanzania.

The project involves the laying of a 0.6m diameter, a 1,445km oil pipeline running through Kabaale, Kagera, Geita, Shinyanga, Tabora, and Singida to Tanga port carrying 216,000 barrels of crude oil per day. Around 296km of the pipeline will pass in Uganda, while the remaining 1,149kms will be in Tanzania.

The project includes the construction of mainline pumps, eight pump stations, a marine export terminal, access roads and, drilling of 400 wells, the installation of fiber optic cables; central processing facility, field flow lines, storage tanks and waste management facilities, block valves and high voltage transmission lines and the laying of 36 well pads.

NIRAS Gruppen A/S has been appointed as an engineering design consultant.

In July 2016, Tullow Oil plc (TLW), Total SA (FP) and CNOOC Ltd (CNOOC) agreed to participate in the construction of the pipeline with Uganda National Oil Co (UNOC) and TPDC.

Subsequently, TLW, FP, and CNOOC, along with the governments of Tanzania and Uganda, serving as the stakeholders, announced plans to finalize drafting contracts to establish a company that would oversee implementation of the project, and that the company will be a private company known as Pipeline Company (PIPECO).

Under the terms of the draft contract, PIPECO will be charged with seeking funds, procuring goods and services and operating the oil pipeline.

In December 2016, FEED contract was awarded to Gulf Interstate Engineering with a contract value of US$11 million and in January 2017, FEED work commenced.

On May 26, 2017, the Government of Uganda and the Government of Tanzania signed the Inter-Governmental Agreement (IGA) for the project.

On May 31, 2017, Total East Africa Midstream B.V (TEAM) invited tenders for pipeline engineering, procurement and construction management (EPCM) contract, with a submission deadline of June 12, 2017.

On August 7, 2017, the foundation stone was laid on the Tanzanian side.

In August 2017, Stanbic Bank plan to provide US$3,000 million funds for the project. Mitsui Banking has appointed as financial adviser for the project.

In September 2017, TEAM invited tenders for the engineering, procurement, construction and installation (EPCI) contract for storage tanks, export terminal and load out facilities, with a submission deadline of October 20, 2017. It also invited tenders for pipeline and ground installation construction services with October 20, 2017 as due date.

On November 11, 2017, the foundation stone was laid the Uganda side.

The developers are in discussions to form a Special Purpose Vehicle (referred to as PIPECO), to construct, own and operate the project and to negotiate the Shareholder's Agreement, Project Financing Agreements and Transportation Agreement between shippers of oil from Tanga Port to the international market.

In January 2018, FEED activities completed.

Pre-tender activities are underway. Construction activities are scheduled to be completed in 2020.
