In mid-February 2010 India’s shipping ministry was planning to introduce new guidelines to increase competition within major Indian ports and restrict instances of monopolies in public private partnerships (PPPs). BMI believes that while developing private sector competition will benefit the long-term growth of the port sector, further restrictions to private investment may hinder short-term expansion targets. According to Indian Express, the shipping ministry plans to limit the number of projects that a single company can undertake at a port: companies will not be allowed to operate adjacent berths at a port, nor will they be allowed to operate more than one berth for any particular cargo grouping, such as containers or dry bulk. Firms will also be prevented from operating at more than one major port within a 100km radius.
India currently has 12 major international ports and 200 minor ports that, combined, cater for about 95% of the country’s international trade needs. Rising fuel consumption, coupled with a rapidly growing population and consumer market is expected to drive demand for imports. India’s Planning Commission predicts tonnage throughput at the nation’s 12 major ports to double to 1bn tonnes a year by 2012 and reach 1.6bn tonnes a year by 2026.
